TargetD64 is preconfigured for VICE emulator (x64 executable must be found on the execution path defined by respective environment variable). You can configure TargetD64 on your own for any other emulator.

targetd64_bin_win32-0.5.0.zip contains a 32 bit X86 executable for Windows 10 / 8 / 7 / XP.
The executable is built for target OS Windows XP but has been tested only with Windows 10 (64 bit).
One final tip about the main reason of errors:
TargetD64 by default calls the emulator after processing. This means
the emulator executable or shellscript (batchfile) must be on the execution
path. For the preconfigured TargetD64 this is the executable x64.
targetd64_bin_linux_x86-64-0.5.0.tgz contains a 64-bit elf executable for Linux.
The executable has been linked against GNU C library 2.26 on OpenSuSE Leap 15.1 for 64 bit X86 processors.
